When is Shanghai good to visit?

There are clearly an endless variety of things for tourists to do in a city like Shanghai, but in your opinion, what is one single thing every tourist should experience when they visit Shanghai?

I am thinking of going there in the end of this year, but I heard that there are many construction going on in Shanghai due to the Expo 2010. Is Bund area still closed? Should I not go there before Expo?

I will have 8 days only to visit china , I was going to spend the 8 days in Beijing , But is it possible to visit Beijing and shanghai ?? seeing only best attractions!???
