Law stating that basic pay should be higher than any allowances?

I need to find the maine law that states that a school union must pay for an alternate placement (ie. private school) if the union can not provide for the needs of a child with a disability.

i'd like to be able to pay my taxes to my savings account each check and collect the interest myself, and just make a huge payment at the end of the year. but im unable to find an answer to this question anywhere. thanks.

there isn't a law saying you have to pay Federal taxes, but yet we still pay. you would assume that if we pay that there would be a law stating we had to. there isnt a law at all you can do all the research you want, and you wont find one.
