How to make a bird cage?

I want to put them in this cage because it's a bit bigger than their rat tank, but i don't know how to make ledges, (different levels/storeys in the cage) ... Any ideas?

The cage has a wheel and food and water and everything,too. So that's definitley not the problem= the bars are. They are vertical, not horizontal. And her hamster keeps climbing ...show more
