Scrub it like already mentioned and then paint it with rustoleum. The paint will need to cure for 2 weeks to be rat safe so you will have to wait a little longer to get the rats or find temporary housing.

Use stainless steel pads to scrub and remove as much rust as possible. I would be afraid of the effects of rust removing chemical residue left on the bars, as the rats will most likely chew. You have to be careful with any paint or covering for the same reason.
