How do I grow onions and potatoes?

I found this onion in the fridge in a plastic bag. It was all nasty and had grown some long thing on it. I also noticed with potatoes they grow out of control, why? What is that and why does it grow?

all i see is tomato tomato. sadly i hate them lol. i am just wondering if it is possible to grow onions, potatoes, lettuce, snow pea's, water chestnuts in those upside down hanger things. or at least in some small area so i dont have a huge mess to take...
