Why is AdWords ignoring my daily budget?

I dont see any clicks coming through. I have many campaigns such as this. What is the best practice to running low budget adwords campaigns?

Any ways to do this? I can only find the way to set daily budget for campaign, but I want to have different budget for different ad group.

Assuming that those people are just managing campagns (in google adwords) and creating / segmenting landing pages (with optimizely).

It's a food delivery company that's just starting out, and for now has a small budget (I was told $500 total for marketing)

Before getting too deep into all the possible combinations & permutations of Ad Groups paired to landing page(s), we'd like to test just one set and are wondering what Daily Budget would provide relevant metrics for a local search startup.

It is a placement campaign with networks that I specified, The ads stop showing before daily budget is consumed. I paused networks with low CTR and automated the bidding, yet same problem occurs.
