Why is AdWords is ignoring my daily budget?

if you setup you daily budget to $10 and only used $5, the next day, adwords will try to spend $15. For example - Daily Budget - $10.00 Day 1, Adwords only charged you $5 Day 2, Adwords only charged you $7 Day 3, Adwords will show you ads until your reach your limit of $ $18 for that day. Basically if you set your budget of $10 per day ($300 per month), adwords will move the unused amount over to next day. Goal of adwords is to spend $300 overall per month for clicks. Sometimes adwords is not able to charge you full amount per day based on low value you set for clicks or maybe not enough impressions for your ads.
