Is yahoo free to users?

if i option forgotten password there is no option for yahoo.co.uk so won't recognise password or if i go to yahoo account only goes to yahoo.com i only want to retrive e-mail addresses or merge acounts or set as other user

The countless free email users are the reason companies advertise on yahoo. Shouldn't they be just as important as the premium users?
