Is gpa public information?

I know that certain things like enrollment status and degree awarded, major, etc are "public information" that universities can verify but are they allowed to verify things such as GPA without a signature from me specifically? I was never sent a form by the insurance company to sign and send to my school but I did send them my transcript. Are they legally allowed to ask my college for verification for GPA or am I protected under the Privacy Act law (or whatever that's called)? If not then...
