Is gpa public information?

I know that certain things like enrollment status and degree awarded, major, etc are "public information" that universities can verify but are they allowed to verify things such as GPA without a signature from me specifically? I was never sent a form by the insurance company to sign and send to my school but I did send them my transcript. Are they legally allowed to ask my college for verification for GPA or am I protected under the Privacy Act law (or whatever that's called)? If not then how do employers/insurance companies make sure you're not lying?

Usually insurance companies and employers trust you until they have to pay out or sack you. Somewhere in all the forms you have to sign will be a clause like 'I authorise company X to obtain my grade point average from all educational establishments that I have attended" and then they make the enquires.
