If my GPA was 2 9 as an undergraduate in Finance and I'm planning to get my master's degree in Information Systems will I still be able to get into good graduate schools with average GRE scores?

Depends on your definition of "good" graduate school. I would make sure that you have some sort of IT extra curricular activities on your resume/application that you can highlight.
