How do I tell if my IP is hacked?

We have a static IP(it has never changed itself before) and this morning the internal and external IP adress suddenly changed. My Video game servers also don't work anymore(I tried changing the ports to the new IP,but that didn't work) Are we hacked?

I know the person's name, and that they live in Meza, AZ, USA, and am REAALLY not happy 'bout the intrusion.
