How do I tell if my IP is hacked?

How do I change/switch on my new laptop with my Old email and other important accounts which are hacked?

• Ok so these are the questions which I asked before? I am really sorry I the details are longer to make people understand and visualize the situation in detail,Please go through it,each and every point is related.I live in India. http://security.stackexchange.com/questions/13884/how-to-protect-myself-from-cyberbullying/13899 Of all the answers I came to know I finally concluded to buy a new  system and never open my old email accounts and other social network  accounts. So I have this the new laptop with me with a new internet  connection which I am not using yet. Cyber law in India is not so good in comparison to developed countries and I have been really sick from past some time and not been able to do anything because I don't have any strong evidences against him/her.But I know there are two or more persons involved.One is a girl and other is a boy,both are from my college.I don't know about rest involved. 1.What Operating System should I use,Which antivirus and other  relevant software should I use when I get to sit on my new  system-Remember I will never open all the accounts on internet which I  open from this system. 2.The hacker must already be reading this question,so he ll prepare accordingly,What should I do ? 3.There are software like feedjit etc which shows what website are  opened from which place and some softwares give exact details.Now,the  hacker knows what city I am in and he knows what website I go onto and  what I do on internet so he ll track me with IP address if I use  internet from my new system.-You see how terrible my situation is. 4. It is advised to me and I found out on Internet when I searched for  related answers to this question that I should Change my Operating  System,my Passwords,Install antivirus,other softwares etc But I have a  new laptop with me along with the old one-But if I try to change the  passwords on my new system,the new IP of the latptop would be tracked  and  end of story,I ll have to buy another laptop. 5. He/She has even hacked/tracking my cellphone,What should I do?Any tips related to:When I use Internet on mobile and its IP address? 6.Are there any professional Organizations where I can get help? 7.I suffer from Obsessive Compulsive Disorder and Schizophrenia,this has really been a chronic from last 3 years.I am not going to trust anyone on internet if you tell me to contact someone because I don't believe or trust anyone,Just because the hacker has taken control of everything on email accounts? 8.I really what to know how can the hacker protect himself if I go to court or inform the police but I have no strong supporting proof like his exact name,ip etc -we have just been online(I will ask this as separate question)? 9.How can I take help of Social Media? 10.What else can be done,Any suggestions?

  In my mind something seems to be missing. This is how I see it. You have and old, compromised set of accounts on an old system You have created a new system with accounts on a new system, not yet connected and you want to transfer ''stuff'' from the compromised accounts safely. What I am missing is information on whether or not you know how your old systems were compromised and whether or not you have mitigated the problems in your new system. This is the first prerequisite for your project to have any meaning. This is what I would do. Make sure your new system is as safe as possible. Remove all the problems you had on your old system. Set it up, connect it and start using it. Access the old system from the old PC (Never the new) take out informations to an off-line media and transfer this information off-line. Don't reuse any passwords or account names and remember it is better to loose some information then to compromise all the new accounts. It is often easier to scrap compromised systems all together then try to clean them up, especially it you are not completely sure how they were compromised in the first place
