Cost of living in Dar es Salaam?

My friend has an offer from Plasco Limited ,Dar es Salaam ,Tanzania . Plz. tell me if the country is safe for Foreigners and what is its cost of living ? If he is paid $3000per month , can live there comfortably ? How is the Company Plasco Limited ?
