Are PC Games Region Locked?

Well, not exactly. Some games such as Call of Duty games, Battlefield etc are not but some games such as Madagascar and Psyconauts are locked in 30 FPS. I know about v sync is but these games dont have an option. Is there a way to unlock it?

My aunt in London gave me a XBOX360. I'm from Asia. I tried playing Skyrim and an error popped up. It says "Region Code Error" Some guy selling XBOX games said if I JTAGGED it, it could work and be able to play Skyrim.

I just need a website that gives a list of games that aren't region blocked. Games on the Xbox 360 that are in PAL region setting but will work on NTSC. Mostly just Xbox games because I know PC don't have this problem and PS3 doesn't have it either....

I just bought a pc and I discovered I could change the region code so I spent quite a bit of cash on tales from the crypt dvd box sets I watched a few of them but now it wont play them anymore it says I can only change the region 5 times now it's locked...
