How to make all channels available in TV?

NOTE: I DONT have a cable company service and no antena, but I still have local channels 1-102 (CATV) and around 30 HD (HDTV) channels. there're also DTV channels but none of them work saying NO SIGNAL A few weeks ago some scrambled channels (HDTV) started...

Is there like agencies that companies (like new TV channels) that can get TV channels advertisements for there channels? what other way can small time TV channels make money?

I got a samsung 5005 and it's kind of tiresome to look up the hd channels everytime I change the channel. For example, when I press "4" it goes to "46-7". Thanks!
