How to get rid of spam in my laptop?

Every time I use the Internet or check out my email there's always a window popping out of nowhere. The window that always shows up are like the spam sponsor ads kind of thing.. It always shows like the ads like antivirus kind of stuff..I never click...

I have a laptop that occassionally slow down by having 100% of its CPU taken up (i.e. RAM; the stats could be found on task manager (Ctrl+Alt+Del)). Normally it's just a few browser windows (how much RAM does that normally take up?) and anything else...
