How to fix boat throttle?

sometimes when I put my 1984 80 horse outboard in gear it will go slow and then will not increase rpm until it decides to go really fast. In these cases it has no in-between speeds. Could this require a throttle cable adjustment?

When I move my throttle forward to go in gear it acts like it is in neutral and then if you keep going it will rev up and then finally pop in gear. Is this my cable?
