How do I apply false eyelashes?

I am a sophomore this year, my sister is a junior. She has a nervous disorder in which she pulls out all of her eyelashes and eyebrows. Yeah, please don't give me **** about it, she has seen a therapist and tried meds but she can't help it. At least...

Basically i've never applied false eyelashes myself so i was wondering if you apply the eyelashes before the rest of your make up etc Foundation, Powder etc or so my normal routine of foundation powder etc and then eyelashes last???
