Do you need theme park tickets for downtown disney?

I'm about to purchase my 2 day with hopper to all 4 theme park to Walt Disney World. However, I just discovered that this may not include Downtown Disney. Does downtown Disney cost money to enter too? And if so, does anyone know where to purchase this...
