Where is my View tab to find my toolbar?

what do i do to get back my browser and toolbar i tryed every i right clicked but i cant get menu tab show up

I have lost a toolbar with File, Edit, View, and so on. I have checked everywhere I could think. Where have not looked? What can I do to recover it?
