How to do a double screen?

split horizontal, the top of the screen matchs what is on the bottom of the screen (double screen)

Ok so you know how you know how you can split a tv screen to view two channels. Well my step dad got it up and now we can't get rid of it. We have a Philips tv and I just want to get rid of this extra screen.

My phillips big screen tv is giving me a double image and pink and green neon colors in the bottom. I just want to know if I can fix it myself if I buy the parts. If yes, does anybody knows how can I fix it and what parts do I need to buy?
