How to block people on Xbox live?

Hi i am just curious as what would cause someone to get blocked on xbox live by another gamer

Every time I log onto xbox live I have a bunch of junk mail from people that I do not know. How do I block the junk mail? It also says that I am signed into messenger in multiple locations, what does that mean? Thanks!
