How do you resize pictures?

I have got a new camera for Christmas, and I just uploaded pictures on my computer. I want to upload some on my myspace, but it says the pictures Im trying to put on there are to big, I was wondering how I could resize it by something on my computer...

so i bought these picture frames, but i am not sure how to resize my pictures without them getting blurry, the good thing is that the pictures need to be small so blurryness will probably not be a problem, but how do i know if theyre the perfect size...

When I scan my pictures to put them onto the computer they are very small, much smaller than the pictures from my digital camera. How can I make the pictures I scan the same size as the rest of my pictures?

My mum says the files are too big when I email her pics of my son, How do I resize these for email? Thanks

I have a few pictures that are like 17 kilobytes in size and I want to reduce them to 1768 bytes but every software I come across only allows for pixel reseizing and not actual file size reduction.
