How do I shorten a video?

i made a video and i want to put it on facebook but it has to be 2 minutes so then i have 2 shorten it how do i do it and i tried to use windows movie maker and it doesnt work so plzz helpp meee

So I want to upload a Video that is 23 minutes long (my account is able to upload videos of this length) and the .WMV file is 3.45 GB. When I go to upload it onto youtube its ETA for completion is around 1200 minutes <.< How can shorten this?
