How do you add citation templates to a wiki?

I've started editing a newly created wiki. However, it's severely lacking in templates; it doesn't have the ones needed for references. I tried to add those myself by copying them from another wiki, but they seem very complex. I copied both Template:Cite web and Template:Citation/Core but just copying them didn't seem to work, and unfortunately my knowledge of templates doesn't extend much further than that.
