How do I add Citation Templates for a Wiki?

What are some of the best templates / add-ins for wireframing in PowerPoint?

PowerPoint, although not designed for it, is great at making mockups (not quite the same as wireframes), especially when real images are being used. Also, there are a lot of "design principles" that Balsamiq adheres to, which can really get in the way of something quick and to the point. With all that being said, I haven't heard of templates or add-ins for wireframing.  Your best bet is to take a program like Balsamiq, and put your favorite components into your own personal template.
