Can you file a new unemployment claim after the original claim is over?

my claim for a year runs out ina couple weeks i used up all the tiers all 4 tiers... can i file a new claim will there be any money in a new claim? after a year of not working i know u usually work and pay into unemployment but since i haven't worked...
