Do they simply let their PRs manage their account and only tweet when they feel like it? There's a stark difference between what I would deem "genuine tweets" from celebrities and promotional tweets.

The only "celebrities" (no, I am not counting darlings of the tech industry in this) I have seen on G+ are Ashton Kutcher and Alyssa Milano (2 early adopters of Twitter as well). Why haven't more celebrities experimented with G+?
