Are there many celebrities on Twitter?

How do celebrities filter out the "noise" on Twitter when they follow so many people?

• Do they simply let their PRs manage their account and only tweet when they feel like it? There's a stark difference between what I would deem "genuine tweets" from celebrities and promotional tweets.

  It's mostly by creating lists and keeping them private(optional), they follow those lists in case they follow too many people, that way they avoid the fast moving timeline  and read what they actually want to read. And you can easily differentiate between a tweet tweeted by a PR or by the celebrity himself/herself. Usually goes with lack of use of punctuation and the use of short hand writing,  while PRs try to keep it neat.
