What is the difference between laser printer ink [toner] and inkjet printer ink?

i heard that laser printer ink is plastic based & not water soluble, but inkjet printer ink is water soluble..is it true? for pcb design transfer which paper and which type of printer should i use? can i use any photo paper?

toner for laser printers is not liquid, it is a fine powder and inkjet ink obviously is a liquid
