Are there any Digital Video Cameras with an external mic Jack for under $100?

    No. And even if they did, chances are high that they would not have manual audio control - which you would need to control the mic gain because loud audio will overdrive the auto-mic-gain systems. Your option is to use whatever camcorder you want, and record the audio with a "field recorder" like those from Zoom, Edirol, M-Audio, Sony, Tascam... and many others. When you edit the video, import the audio from the field recorder and mute the audio that was captured by the camcorder. The least expensive camcorder - that I know of - with a mic jack and manual audio control is the Canon HV30.
