Is it local call for land line to call local cell number, even if cell is physically out of town?

eg. I am using a Toronto land line calling a cell phone which has a Toronto phone number. But the person with the cell is in Niagara Falls on a trip.

Yep. Same goes the other way. If a friend from New York visits you and is staying in your house, it will still be long distance to call their cell phone even though they're 50 feet away from you.
