Within a brand, the higher number is better. Between brands, the numbers are meaningless because different manufacturers use different definitions and test methods for contrast ration.. Assuming both TVs have the same max. brightness (say 450 nits), then the one with 15,000:1 will have better blacks than the other. However, do make sure you see the TVs side by side - viewing angle is VERY important (and don't trust the specs) and color reproduction even more important.

A Higher contrast ratio is always better. You'll get a sharper picture. Now...if the difference between the two is like $1000, you probably wont notice the difference unless you're a video/audiophile. Get the cheaper one :)
