Bee keeping in India?

I want to start bee keeping and I need a starter swarm. I live in Assam. I have a few Qs. Can anyone tell from where can I obtain a starter swarm? How much do they cost? How will the melliferra perform compared to the indica in our sub-tropical rainy climate? Only Indians answer please. Sorry abt my crappy English.
