  No, you won't be able to see "all" the keys. There are hundreds of them, many of which aren't accessible except by boat. US 1, the Overseas Highway, goes from Florida City to Key West. You will see all the keys that can be seen from the road. It is the only road in and out of the Keys. As far as which island is the "best", that's rather subjective. It would be like asking which is the best car or which is the best neighborhood. Different people have different criteria. The northernmost keys, especially Key Largo, are where the divers go. Key Largo claims to be the dive capital of the world. John Pennekamp Park, a huge protected marine sanctuary, has some spectacular snorkeling and diving. Key Largo has some, although limited night life. The middle Keys, primarily Islamorada, are known for fishing. Virtually no night life. Very quiet and laid back, but some of the best sport fishing in the world. Marathon, which is on Vaca Key, looks like any other town in the country. Strip malls, gas stations, fast food restaurants, and shops. Not much to do there for tourists, although many who live in Marathon get highly offended when people say that about their city. Then there is Key West. Night life abounds. There is fishing and diving, but it's the night life that draws the majority. A very old city, it is full of history. The people here are colorful, so people watching is a major sport along with drinking. Key West is a 2 mile X 4 mile island with 350 liquor licenses.
