Does the Santa Ana Mexican consulate allow walk ins?

Yes it does. It is my understanding, that most, if not all consulates allow walk ins. At the very least, (and this should be a rare worst case scenario), there will be someone there who will be willing to help you through the process, and at the very least tell you what number to call or what website to get on.
