Kick him/her out from office at 10am, ask him to bring the order by 5pm or else, fire him/her!!!! If the order comes in, make sure the payment is good or else, no commission!!! Give them a freedom to entertain customer, if this guy always bring in order

Set a sales target incentive programme (reasonable one) eg. Month sales hit $50000, each staff gets a 0.5% or 1% of the profit

Use the 'carrot & stick' method i.e. incentives for performers and deal strictly with those who dont perform to your expectations.also develop good interpersonal relationship with them.Make clear the staffs responsibilities and objectives/targets right from the start and constantly review and monitor.
