Umrah Visa throgh travel agent without using their hotels.?

Every travel agency in the US I talk to tells me its mandatory to get the hotel/transportation package or I can't get an Umrah visa. There are no transit visas being given nowadays. I have distant relatives in Saudi with whom I wish to meet at Jeddah. They will help me with transportation & taking me to Mecca for Umrah & to Medinah. So my question is, if I get an Umrah visa through the travel agency & pay for the hotel/transport, do I have to use their services? It sounds ridiculous why I'm willing to pay and not use, but there is no other way to get an Umrah visa now a days. Is it against the law to stay/travel with family to the sacred places instead of using my travel agent's designated services? For those who've done it this way, please share your experiences. Are their check posts between cities where they check your travel documents? Saudi is a strict county & i'm going for the first time. I don't want to break any laws (deliberately or not). You can stay wherever you wish, as long as its in Jeddah, Mecca or Medina....these are the basic places u can go when in KSA...you cant go to Riyadh for example. You still have to pay for the package, just get a one day package, which includes usually one night in a hotel....then stay up to 30 days wherever u wish as long as its in the 'area' of umrah.

Saudi does have very tough entry regulations for non-Saudis. I was once in Europe some where, probably London, and as I boarded my flight to Jiddah, there was a man wearing his ihram very upset as he was begging the Saudi Airline people to let him on the flight but they wouldn't because for umrah visa carriers, they would have to have a certain amount of cash with them, not sure if it were a thousand dollars or more, but the man didn't have that much cash on him and thus he was denied boarding. Makes me wonder HOW all those Indoensians and Egyptians who sleep on the sidewalks and under bridges in makkah and mina got into the country. The rule that one has to obtain his visa through travel agencies was introduced a couple of weeks ago, perhaps to ensure that all people permitted to enter Saudi would have accommodation and adequate funds. I too wonder if there is anyway to waver the accomodation package by showing proof of sufficient funds and an invitation from a relative in Saudi. I think you should check directly with Saudi embassies and consulates in the US, as the travel agencies might try to make you buy accommodation and transportation packages through them just to earn some cash from you even if that wasn't really mandatory in all cases, as they told you.
