When do the visa's for umrah open again?

We'd like to go to Saudi Arabia for Umrah in the first or second week of February 2011 from the UK. Everybody I speak to has contradictory information about when the Saudi Embassy will begin to issue visas and how long it will take to get ours back....

Every travel agency in the US I talk to tells me its mandatory to get the hotel/transportation package or I can't get an Umrah visa. There are no transit visas being given nowadays. I have distant relatives in Saudi with whom I wish to meet at Jeddah...
