In Judaism, the Torah is read on a cyclical basis over a period of a year, Simchat Torah is the end of reading the Torah, after which the cycle begins again. So Rosh hashana is a calendar event. Yom Kippur is related to a specific historical event. Sukkot is related to a natural event (harvest is controlled by nature). and Simchat Torah is related to a tradition. Also, Rosh Hashana, Sukkot and Simchat Torah are happy holidays. Yom Kippur is not a sad holiday. It is a day of retrospection and atonement for one's sins, the fasting has a purifying meaning rather than a mourning purpose. After fasting for Yom Kippur and spending the day looking into the inner self and the bad things you have done, you start the next year pure both spiritually and physically. Yom Kippur has gained a sad and heavier meaning in Israel only due to the Yom Kippur war, when Israel suffered a surprise attack on Yom Kippur and lost many people.

First of all, there are different kinds of happiness. Rosh hashana is a joyous day, even though it's also a day of judgement - the focus of the day, and the prayers we say, are all about making god our king. We're rejoicing at his coronation. Yom Kippur is a day of awe, as well, but it's a day when god forgives all of our sins, and how awesome is that?!
