Why does a Palestinian need a permit from the Israeli Gov. to travel or study abroad?

Most of the students are waiting for permission to leave Gaza, either to get visas for the countries where they have been admitted to universities or to travel to those countries directly. Many started their studies in previous years and were trapped in Gaza when they returned home for the summer. Israel forbids Gaza residents from studying in Israel or the West Bank, and rarely permits foreign professors and lecturers to visit Gaza to teach. “Egypt, the Palestinian Authority and Hamas share some blame for trapping the Gazan students,” Whitson said. “But ULTIMATE RESPONSIBILITY RESTS WITH ISRAEL, which has the ability and legal obligation as the occupying power of Gaza to promote free movement and access to education.”

Hi HopelessZOO, An Israeli of any religion and race does not need a permit because they already have a passport with which they are free to come and go. Palestinian living in the West Bank and Gaza are not considered Israeli. Because of past crimes such as suicide bombing and attacks against Israelis, they are no longer trusted. To travel abroad, they have to enter into Israel in order to get to the airport, and to do so, they must be thoroughly checked and questioned at checkpoints in order to receive a permit. In some cases, for those who come in and out regularly with no history of violence (and there are many) they receive a long term permit, which allows them to freely enter into Israel for work, medical treatment and so on. Acceptance or rejection of permits is solely based on the past history of each individual attempting to pass. Unfortunately if someone is even suspected of having criminal intentions, he/she and their entire family will have no permit. The reason for this is because once a person is suspected of being violent, he may be in agreement with another members of his family. It is also a way to keep everybody in check. I would not be able to provide you with an exact figure of how many permits are issued because there have been cases where after being granted a permit, the permit gets revoked for reasons of safety. For others permits are issued only on a daily bases, If the person shows no signs of criminal intention, after a period of time he/she will receive a long term permit, particularly if it is for work or because of medical treatment. It is a very harsh and difficult reality, but it is with the sole purpose of safety for everyone. Don't forget that Israel is also responsible for tourists, and people of different religions and races. There have been cases of rocket launching into Israel that actually ended up falling into a Palestinian home. Also suicide bomber who took the lives of Palestinians as well as Israelis and tourists.
