  Because he wrote it up. The idea of what we call pascal's triangle was known to the Ancient Greeks and Egyptians and probably to the Chaldeans (the earliest civilisation which used numbers), but no one really thought of it as being particularly noteworthy. As far as I can remember (from looking into the history of Maths), the Chinese, despite their many discoveries, were never into the precursors of algebra (algebra itself only goes back to a bit before the 10th century AD). They were masters of discrete arithmetic with natural numbers (try using an abacus for pi), but, when you don't have a zero and negative numbers, it's hard to recognise wwhat algebra can do for you. Note: this does NOT mean the Chinese were stupid - they just didn't realise that zero was a key to mastering all number systems.
