Do national TV broadcasts ever have regional commercials?

Why do american TV commercials have mocking or parodying lines?

I've noticed commercials on american tv that tend to mock/parody their own products/services or the very words that were only moments ago in the commercial batted in support of. For example http://www.youtube.com/watch?v=Ir_9GcOnXRY the actor goes loony almost parodying the concept that was the reason behind the commercial....I see this across the board on almost 80% of american tv commercials....this comes are a serious confusion to me after having come from India where tv commercials have a different theme but they never parody their own products/services/words... someone please ad insight here...I need to know the philosophy behind the tv commercials in america...it just might be a culture thing but I need to know why why why....

Heard of irony? Suggesting something is so bad, that it is good. Laugh at yourself before anyone else can. If you appear not to be boring, and not to take your product to seriously then you appear to have a vibrant brand that appeals to unpretentious people. Seems like double speak, but hey that is advertising for you.
