Is it bad to use eye drops too much?

My mother is suffering from keratitis in eyes, Eye surgeon prescribes anti-allergic drops,but of not much use.

• What treatment is available for keratitis, is there a permanent cure, she is non diabetic but hypertensive/58 years old.She is using ketotifen ophthalamic solution and previously used olopatadine eye drops.Are there some good eye drops availabe?
