How can concerned parents act upon arrogant board members of the school district?

The intermediate school that my children will attend has been on the watch list four years for not meeting A.Y.P (Adequate Yearly Progress) . Concerned parents have voiced and looked for answers in previous board meetings. Some of the members are arrogant and even laugh at some of the parent's questions or concerns. How can we take these issues to next level? The superintendent has also given parents the run-a-round with meaningless answers and responses. Our school district is in Illinois.

it sounds like the answer is to vote them out of office when their terms are up. u might ask if there is a procedure for recalling them or removing them from office before their terms are over but if so that's probably pretty difficult.
