Do you think NCLB has had a positive or negative impact on gifted/high performing students?

I see many posts on Y!A claiming that NCLB has had a positive impact on gifted/high performing students. However, I believe that it has NOT. What do you think? I would really appreciate your input!

NLCB has been horrid for smart kids. Let's be honest school is usually horrid for smart kids. NCLB has made it so we have to move at the speed of the slowest kid. Schools have been prevented from seperating kids into smart, average, and dumb groups. You may be the smartest kid in the room. Yet you will move no faster. NCLB focuses on the bottom end of the scale to bring them. Like every liberal idea it fails.
