no country in the world. bcos,to borrow loans to clear off debts is by itself a faulty theory. for its own 'interest' IMF/Worldbank propogate this theory. sadly, many countries fall prey.

You could read the south east asian currency crisis for this. I am not sure but Zimbabwe defaulted on soveriegn bonds around two three yrs back. U cud check on google
