Building muscle mass?

I've heard that cardio workout is counter productive to muscle mass building. First, is this true? Also, I want to build my muscle mass and get abs, and i've been told that cardio is good for abs... so now you see my delimma... Lastly, I need to know: For building muscle mass, should I do one set of the most I can do successfully in that set? or spread myself out over like 3 sets of something that is easy enough to do in 3 sets, but not that I don't feel it. I'm kinda confused here.
