What are those boots that people wear over riding boots?

I see them all around - horse shows, lessons - people wear these boots over their riding boots to keep them clean. What are they and where can I get them? Additional Details They are not half chaps, not rubber pull on boots- they are these big, kind of bulky boots you can zip on over your riding boots I know I asked this two days ago, but none of the answers were right.
